Meeting called to order by President Jerome Lee at approximately 7:05 PM.

He opened the meeting with a welcome back to Patricia Lee after an illness and by welcoming new board members Bob Mowry and Denise Digristine. We thank Denise for drafting a Welcome letter for new homeowners.

A resident sent an email to Councilman Marks asking for his help in resolving concerns with a vacant HUD house as well as action taken by the association to remediate standing water issues behind the 9100 blocks of Deviation and Kilbride Roads and rainwater causing the “washout”. It was later stated the house in question had been sold. Mr. Marks excused himself from the remainder of the meeting as these dealt with HOA issues.

The resident presented a proxy from the homeowner and the next door neighbor authorizing her to speak for them. Concern was a lack of “personal” notification of the tree planting on the open space as well as the installation of Micro-Bio Retention (MBR) Gardens.
The Board listened to the concerns and then engaged in conversation to explain the actions of the HOA.

Further the efforts to correct the standing water have been addressed numerous times. A representative from the Gunpowder Valley Conservancy addressed attendees at the General Meeting 6/8/17, and again on 6/5/18. An engineer was also present at the June 5th General Meeting and explained the cost and purpose of MBRs. These were also discussed at Board of Directors meetings 9/14/17, 10/19/17, and 9/13/18. Minutes of HOA meetings are sent to all residents who have provided a valid email address and are also posted on the community website
All homeowners have the opportunity to provide or update their email address when they get the annual assessment notice. There is a section at the bottom of the page to do so.

At the end of the discussion, Ms. DeVilbiss thanked the Board for the opportunity to be heard. We appreciate the input of our residents and thank her for attending the meeting.

President Lee provided an updated financial status. Ninety-nine percent of homeowners have paid the 2019 assessment.

He informed the Board of maintenance services performed over the summer. This included removal of trees behind Deviation and Kilbride Roads, spraying of grass growing up in the stone walkway and replacement of a board on the walkway behind the even side Deviation Road.

President Lee made the request to order stationary; approved.

We will meet the end of January 2020 to assemble the annual assessment notices.
