NOTE: The current North Gate Hall assessment is $105.00 per year and is due March 1st of every year. All community homeowners will be sent an invoice at least thirty days before the due date.
Dumpster Day will be held on June 13, 2026, starting at 7:00 AM
Containers will be placed at the intersection of Ballygar and Deviation Roads. Please, no parking at the dead end of Ballygar Road during this time!

North Gate Hall General Meeting Minutes
May 20, 2026
The North Gate Hall Community Association held their annual general meeting at the Perry Hall Library, 9685 Honeygo Boulevard, Perry Hall, MD, 21128 on Wednesday, May 20, 2026.
Once again, Mother Nature did not cooperate with us as we endured heavy rains for a number of days, including on our meeting night. However, we thank those who braved the elements to attend and show their support.
The announcement for the General Meeting and Dumpster Day was mailed to EVERY homeowner!
President Jerome Lee called the meeting to order at approximately 6:30 pm.
Though not in attendance, Treasurer Joe Dulny provided a comprehensive breakdown of the community’s financial standing and highlighted our major expense as the maintenance and insurance for the open space. In addition, we had to remove four trees from behind Kilbride Road that were endangered of falling.
Our community is comprised of 180 Single Family homes and 69 Townhomes.
Secretary Patricia Lee gave an accounting of assessment payments received. This year 98.4% were received. Interesting to note, as of April 23, 2026, there were still fourteen (14) homeowners who had not paid. Board members took the names and addresses and attempted to contact the delinquent homeowners. As a result of their efforts, we were able to recoup payment from 10 of the late payees.
There is one townhome that has been vacant for approximately three (3) years; the owner is deceased. The County has stepped in to abate complaints of high grass/weeds, and rodent sightings. Additionally, the shed is also falling apart. This situation is totally unfair to residents of the adjoining property. You can report like conditions to Code Enforcement @410-887-3351; you can remain anonymous.
Assessments were paid as follows: Checks-130, Zelle-113, Cash-2
There was a slight increase in the number of Zelle participants from 2025. In the future, a comparison will be made from information received from the community website for Zelle payments with what shows from the Bank of America. We do not want to cite a resident unfairly for non-payment.
Future discussions will be taken by the Board to establish a procedure to “fine” residents who fail to pay timely. Payment is due March 1st of each year. Future increases are foreseeable dependent on the economy. Our assessment payment is minimal compared to neighboring HOAs. Our streets are owned by Baltimore County and they are responsible for maintenance, snow removal, repairing pot holes, etc. It was emphasized by several speakers that assessments would increase dramatically if a Management Company were to take over the HOA.
President Jerome Lee and Vice President Bob Mowry have done a tremendous amount of research and rewrites, so that the HOA governing documents can be updated and brought into the 21st century. Unfortunately, we have not brought this project to a conclusion as we had hoped. The intent was to have the documents finalized and presented at the general meeting.
We are in our third year to get this accomplished; it is a time-consuming endeavor for the board. The HOA has incurred considerable cost to retain an attorney who specializes in HOAs. We paid her to review current Covenants and Bylaws; she then sent back the documents as they pertain to the law.
There were many changes she recommended, and the document went back and forth several times; all at considerable cost. The community membership will have the opportunity to vote to accept. Sixty percent (60%) of all homeowners are required for acceptance.
There are 13 Board members, with one vacancy. Pam Schuller volunteered to serve on the board. We elect one-half of the board every year. By unanimous consent: Jerome Lee, Bob Mowry, Denise Digristine, Michele Hudson, and Julie Wiggins were re-elected.
In the event a management company assumes oversight of our community, two things are guaranteed to happen: stringent structural and property restrictions AND a major increase of the annual assessment.

Dumpster Day is June 13, 2026, 7:00 AM till Noon. Two dumpsters will be available. Refer to the announcement mailed to you for acceptable items. When they’re filled, they’re gone.

Unfortunately, Councilman David Marks had a conflict in scheduling. However, when he arrived at approximately 7:35, most of the attendees had already left. We are truly fortunate he is our county representative and is an advocate for our community. He stays in communication with the BC Police Department and provides updates\information via social media.

HAVE A SAFE SUMMER
Suppose ....Just Suppose
That no one paid the insurance bill for liability protection relative to the Common Grounds and then suppose that the H.O.A. was sued by someone injured on our grounds; and was awarded a Judgement for 1 million dollars. Do you realize the impact on your property? Good luck in finding a buyer and passing a good title to your home.
Suppose no one took care of maintenance of the common areas, and the grass was permitted to grow without restraint.
Suppose no one undertook measures to make sure that no one painted their exterior a magnificent purple or erected a non-permitted addition restricting your view.
Suppose a rotted tree fell on your property and caused extensive damage to your home. Where would you go?
Suppose no one was in contact with the local councilman to resolve problems affecting the community. There is strength in numbers!
Suppose someone caused extensive damage to the common grounds. Who would follow through with the police?
Suppose no one wanted to serve on the Board of Directors; or "Lee" and Trish did not want to serve as an officer of the corporation.
Suppose it was decided by the Board to turn the affairs of the Association over to a professional Management Company. Do you think your yearly assessment would remain at $105.00?
I raise the questions because of the poor turnout for the annual meeting. Thanks to those who did attend; and with understanding that many had legitimate reasons for not attending.
But for those who did not attend with no legitimate excuse for not coming, it demonstrates apathy or
"Who really cares"……Good for the Community that someone does!!
